BIG WHEEL

Miss Anna Demeanour has a short attention span, which makes it hard to keep a Lad on the line. She has fun, though.

I have a legitimate transaction that is of great worth, But i need an overseas representative to finalise transaction, Can you promise safety of my share of the worths, if this is done with you!

Well that didn't reflect much effort. But he has his own domain name, which is intriguing.
It's registered through Name.com LLC.
Registrant contact information: Net Regime Solutions, Accra, Ghana The server itself (joegidisu.com) is apparently hosted by Gnax.net, Atlanta (64.22.69.29)
It's a bare-bones page with a list of files:

Index of /
-cgi-bin/
-images/
-joegidisuproposal.pdf
-postinfo.html

The server is chatty about itself:
Apache/2.2.15 (Unix) mod_ssl/2.2.15 OpenSSL/0.9.7a mod_auth_passthrough/2.1 mod_bwlimited/1.4 FrontPage/5.0.2.2635 Server at joegidisu.com Port 80

Presumably, "joegidisuproposal.pdf" is the scam-o-document.
I have not yet been invited to look at it, but I do, anyway. It says:

Mr. Joe Gidisu,
Minister for Roads and Highways
Accra Ghana .
Attn,
This is to acknowledge the receipt of your mail. With my position as Minister for Roads and Highways Accra Ghana, the said funds are residue of over invoiced contract sum executed by various companies, the companies that supplied these items for the road (ACHIMOTA ROAD) have already been paid out as we agreed to left with the balance of this US$ 5,500,000.00 (Fifteen Million Five Hundred Thousand United State Dollars) which will be transferred to an account that will be provided by you. The whole legal back up documents shall be forwarded to the bank to give this deal a legal statusas one of the contractor that supplied the items.
The committee which I head intends paying all outstanding balance to the contractors as we are winding up our activities since the aim of setting up the committee is almost concluded, so that is the reason why I contacted you . What I need is to transfer the funds to your designated account as one of the contractor that supplied the items for the said contract instead of losing the remaining funds to Government.
I am 51 years old born in TEMA-Ghana with 4 children, two boys and two girls, and I would like to know more about you also, your profession, address and telephone number to make sure of whom IÕm dealing with before given you the bank website to proceed with the transfer as the rightful owner of the said funds.
As an account owner for this transfer, You will be entitled to 40% of the total fund (US$ 15,500,000.00), 10% will be set aside to take care of any incidental charges which might arise in the course of the transaction While the balance 50% will be for my investment in your country. I want to re-assure you that this transaction is 100% risk free as it has been covered from any act of enquiry from whatsoever.
I will not directly be involved in this transaction due to my position and to avoid suspicious from my people. ThatÕs the reason why I contacted you to stand-in as the rightful owner of the funds and instruct the bank to transfer the funds to your designated account abroad.
Please I do not need a joker therefore if you are not going to participate full in this transaction; you are free to say NO now that the transaction has not started as Iwill not like any disappointment in between the transaction rather lets us be ordinary friends .We have to do everything to protect this deal as here lies our future.
Awaiting to hear from you soon.
Honorably yours,
Mr. Joe Gidisu,

Your basic "over-invoiced account" '419' format.
There is a real Joe Gidisu - the Ghanaian Minister for Roads and Highways.
This (Lad) isn't him. But you knew that.

ANNA DEMEANOUR

[I guess the "proposal" above is what I'll get from him if I reply. So I reply:]

Yeh sure whatever ?

Re: Details...
From: "jgidisu@joegidisu.com"

MY PLEASURE,

This is a proposal in context but actually an appeal soliciting for your unreserved assistance in consummating an urgent transaction requiring maximum confidence.

My name is Mr. Joe Gidisu Chief Credit Officer (CCO), IFCA RESOURCES GHANA LTD/ MINISTRY FOR ROADS AND HIGHWAYS ACCRA, GHANA. On December 6, 2002, a foreign consultant/contractor Mr. Seung-Yeoul Johnson , made a numbered time (Fixed) Deposit for twelve calendar months, valued at Fifteen Million Five Hundred Thousand, United States Dollars in my branch. Upon maturity, I sent a routine notification to his forwarding address but got no reply. After a month, I sent a reminder and finally we discovered from his contract employers, that Mr. Seung-Yeoul Johnson died from an automobile accident .On further investigation, I found out that he died without making a Will, and all attempts to trace his next of kin was fruitless. I therefore made further investigation and discovered that Mr. Seung-Yeoul Johnson did not declare any next of kin or relations in all his official documents, including his Bank Deposit paperwork in our Bank.

From past experiences, I know that no one will ever come forward to claim the deceased funds. According to Ghana Law, at the expiration of 5 (five) years, the funds will be unclaimable and revert to the ownership of the Ghana Government as contribution to the Defense ministry if nobody applies to claim the fund. In order to avert this development, I in conjunction with a colleague (the Foreign Remittance Manager in the bank) now seek your permission to allow an attorney do a backdated WILL in your name, so that the funds would be released to you as the new owner (on behalf of me and my colleague). We are writing you because, citizens resident here we cannot operate a foreign account or have an account that is more than 50,000ghc.Consequently; I will present you as the owner of the funds so you can be able to claim it on our behalf with the help of an attorney.

This is simple. I will like you to provide immediately your: FULL NAME/FULL CONTACT ADDRESS/PHONE/FAX NUMBERS, so that an Attorney will prepare the necessary documents which will put you in place as the beneficiary of the funds. The money will then be released to your custody or your designated bank account by the bank, for us to share in the ratio of 60% for us and 40% for you. There is no risk at all as all the paperwork for this transaction will be done by the Attorney and this will guarantee the successful execution of this transaction. If you are interested, please reply immediately via my email address.

No doubt this proposal will make you apprehensive, please I employ you to observe utmost confidentiality and rest assured that this transaction would be most profitable for both of us. This is why your urgent action and response is of priority to enable us wrap up this transaction as soon as possible.

Thanks and regards.
Mr. Joe Gidisu.
Chief Credit Officer (CCO).
IFCA RESOURCES GH.LTD.

Then you mention this dead guy.
What's up with that?
As for the next step, you tell me.

JOE GIDISU

Re: Re Re :<<<Agreement to sign>>

AGREEMENT mr.gidisu ..doc (31KB)
Good day.

I received your email and the contents are well noted.

Mr. Seung-Yeoul Johnson was a contractor and most of our politicians here in Ghana are using the man to move funds out of the country because of his reputation.

Thus the fund in question was over contract invoice which one of the politicians gave him to deposit with his name to avoid trace.

Unfortunately the man died without next of kin. So the fund has been in our company for many years since nobody knows about it.

Open the attach document to sign and send back to me to enable me direct you how to contact our bank for onward transfer of the funds to your designated account .

Cordially yours.

Mr. Joe
