Well that didn't reflect much effort. But he has his own domain name, which is intriguing.
It's registered through Name.com LLC.
Registrant contact information: Net Regime Solutions, Accra, Ghana The server itself (joegidisu.com) is apparently hosted by Gnax.net, Atlanta (64.22.69.29)

Presumably, "joegidisuproposal.pdf" is the scam-o-document.
I have not yet been invited to look at it, but I do, anyway. It says:

The committee which I head intends paying all outstanding balance to the contractors as we are winding up our activities since the aim of setting up the committee is almost concluded, so that is the reason why I contacted you . What I need is to transfer the funds to your designated account as one of the contractor that supplied the items for the said contract instead of losing the remaining funds to Government.
I am 51 years old born in TEMA-Ghana with 4 children, two boys and two girls, and I would like to know more about you also, your profession, address and telephone number to make sure of whom IÕm dealing with before given you the bank website to proceed with the transfer as the rightful owner of the said funds.
As an account owner for this transfer, You will be entitled to 40% of the total fund (US$ 15,500,000.00), 10% will be set aside to take care of any incidental charges which might arise in the course of the transaction While the balance 50% will be for my investment in your country. I want to re-assure you that this transaction is 100% risk free as it has been covered from any act of enquiry from whatsoever.

Mr. Seung-Yeoul Johnson was a contractor and most of our politicians here in Ghana are using the man to move funds out of the country because of his reputation.

Thus the fund in question was over contract invoice which one of the politicians gave him to deposit with his name to avoid trace.

Unfortunately the man died without next of kin. So the fund has been in our company for many years since nobody knows about it.
