I am Engr. Peter Jacobs Chairman contract award committee of Nigerian
National Petroleum Corporation, (NNPC). This corporation is responsible for
Nigeria's crude oil and petroleum products. This committee is responsible for
debt verification and contract award as regards all capital project in the

In the course of my painstaking investigation and verification on debt and
contracts awarded in the corporation during the past military era, I and some
members of the committee found out that the past committee members knowingly
over inflated the amount of some contracts awarded to foreign contractors
totaling 25 million dollars which was not claimed due to dissolution of the
committee by the democratically elected president on June 1999. The original
contractors that did the contracts have been paid off for their good job done
remaining the above mentioned amount still floating in our account.
The new democratic president have given directive to the corporation to pay
all outstanding debt owed to foreign contractors of which this amount is
involved. In line with the code of conduct oath we took on assumption of
office restricting civil servant like my humble self in active service to own
or operate a foreign account hence we am soliciting to you to act as our
partner abroad and a host to this fund by providing an account abroad where
this fund will be transferred into. At the successful end of this transaction
we have decided to give you 30% of the total amount transferred into the
account you will provide for your assistance while the 5% will be for expenses
that might occurred during the transaction, 65% will be for me and some of my
committee members which we intend to invest on real Estate and hotel business
abroad
